importance that His Majesty's Government at-
tach to the signature of the Convention by
Austria-Hungary, since the serious consequen-
ces of her possible abstention were pointed
out in the instructions given to you prior to
the second conference.

adhesion of the Austro-liungarian Government

the Austro-Hungarian l'inister for Foreign Af-
fairs in January last that the Austro-Hungar-

being only prevented from carrying out their
intentions by considerations of an internal
